2 As the low-income countries of Asia have predominantly rural economies, policies to alleviate poverty must be directed at agricultural income. In Bangladesh more than 90 percent of the population lives in rural areas, followed by Indonesia with 80 percent, India with 78 percent, and Pakistan with 73 percent. Many of the poor in these areas have no access to land and even farmers depend upon other employment. We might do well to heed a poignant warning voiced by Laughlin Currie. He argues that a concern with poverty ought not to prompt a direct attack on the plight of the poor in rural areas.
In the case of product innovations, the firm calculated for each new product the expected difference in cash flows between the situation with the new product and without it, including the effect of the new product on its profits from displaced products. In the case of process innovations, it calculated the expected difference in cash flow between the situation with the new process and without it, this difference reflecting, of course, the savings associated with the new process. The firm has updated these estimates each year; that is, the firm has revised its estimates of the returns from past innovations.
After considering the relationship among fundamental research, applied research, technology, and development, it appears to me from personal observations and many discussions that in the developing world today fundamental research is in danger of being neglected in favor of applied activities. Modern science has been directed to the dual function of gaining greater knowledge of natural phenomena and to harnessing that knowledge to meet man's needs. The process is an interactive one, requiring all its different phases.
