As things turned out, Sims and Bayly soon came to respect and admire each other, and the rest flowed from that. The war against the Uboats was finally turned in favour of the allies with the introduction of convoying and with the help of US destroyers, which Sims had vigorously requested from Washington.

The second major change in 1904 was the establishment of the entente cordiale with France, which among other things allowed for an arrangement for some reciprocal protection of each other’s maritime interests and thus enabled Britain to cut back on its naval presence in the Mediterranean. These developments constituted a revolution in Britain’s traditional strategic and diplomatic policies. They seemed to answer the main problem of how to match the threat from Germany at sea and, indeed, on the continent, because in 1907 there was also a rapprochement with Russia.
